Dr. Kelly is also a recognized expert on advanced computational techniques for measuring online behavior. He served two terms as a technical advisor to the Senate Select Committee on Intelligence. A quantitative social scientist by training, Dr. Kelly earned his Ph.D. in Communications from Columbia University and has also studied at Stanford and the Oxford Internet Institute, where he has served as a strategic advisor.
