Michelle Hahn serves as Acting Executive Director of the Tobin Center for Economic Policy, where she leads the organization’s strategy, policy engagement, and operations to advance evidence-based policymaking. The Tobin Center works at the intersection of economic research and government to design, test, and scale policy solutions that improve economic opportunity and strengthen public systems.
During her tenure, Hahn has helped grow the Center’s portfolio and deepen its partnerships with governments and academic institutions, pushing the frontiers of how these collaborations operate in practice. Her work has focused on developing models for embedding evidence into decision-making, including sustained partnerships between universities and policymakers.
Previously, Hahn was Director of Public Finance and Results-Driven Government at Arnold Ventures, where she partnered with state and local governments nationwide to develop and scale initiatives that bring cutting-edge research into policy. Her work included building a national network of state-university partnerships, or policy labs, and advancing models that have helped improve tax policy, expand economic opportunity, and modernize how governments use data to drive results.
Hahn was also a member of the founding team of the Federal Reserve Board of Governors’ Division of Financial Stability, where she helped build the analytical infrastructure to monitor risks in the financial system and supported major Dodd-Frank initiatives, including the implementation of bank capital stress tests and the designation of systemically important financial institutions.
She holds a Master of Public Policy from Duke University and a BA in Economics from Trinity University.
